Project Control Specialist (PSO) level B (TVA1JP00003016)



Work Location: Rogersville, TN


Site: John Sevier Fossil Plant (FJHNS)


Estimated Start: 03/15/2026


Estimated Duration: One Year


Pay Rate Range: $55 to $75/hr


TVA Per Diem: $1,500 / month



Position Description:

  1. Develop and implement standard methods for project performance monitoring, reporting, analysis, trend assessment, scheduling, and estimating.

  2. Facilitate programs to ensure establishment and analysis of specific operational and process improvement plans used for goal setting, project cost and benefit estimates, performance indicators/targets, benchmarking, baselining, and trending.

  3. Assist in the development and approval of project contracts and revisions thereto, prepare/obtain approval for contractor work authorizations (cwa) and revisions thereto, monitor expenditures for usage trends, issues, etc.

  4. Lead/manage the process ensuring the integrity of the process, resolving pending/outstanding requests, reconciling encumbrances and pending tasks with financial systems as required.

  5. Provide project cost/schedule performance analyses and recommendations to improve project cost/schedule performance to applicable project managers/engineers.

  6. Perform cost/benefit analyses and enter data into the project justification system database.

  7. Prepare project approval packages and all associated documentation.

  8. Assist project managers/engineers and line organizations in developing project budgets and establishing project reporting structures.

  9. Monitor and forecast performance in comparison to performance plan and long-range project plan objectives.

  10. Assist project managers in developing project work sequence structures that ensure effective control of risk management issues, efficient resource allocation, and critical path identification.

  11. Ensure project milestones and resource needs (man hours and dollars) are loaded into the applicable cost and schedule tool(s).

  12. Using cost and scheduling tools, levelized resources for all projects.

  13. Conduct project schedule review meetings and scheduling sessions during scoping workshops.

  14. Conduct special studies, for example: project forecasting, O&M projects

  15. Research, write, and submit all fixed assets accounting classification requests for formal determination of capital projects.

  16. Provide written project closure notifications and perform root cause analysis to explain project cost, schedule, and performance variances.

Requirements:


Project Controls Background (Must Have)

  • 5+ years (minimum typical for Level B) in project controls, cost control, or project scheduling

  • Experience supporting large industrial, fossil, nuclear, or heavy construction projects

  • Direct experience supporting Project Managers and Engineers

 2. Cost Control & Financial Tracking

  • Budget development and tracking

  • Forecasting and variance analysis

  • Cost/schedule performance reporting

  • Monitoring expenditures and identifying usage trends

  • Reconciling encumbrances with financial systems

  • Performing cost/benefit analysis

  • Earned Value Management (EVM)

  • CPI / SPI

  • Capital vs O&M project tracking

  • Forecast at Completion (FAC)

  • Estimate at Completion (EAC)

3. Scheduling Experience (Critical)


Should have:

  • Primavera P6 (strongly preferred)

  • Microsoft Project (acceptable if strong background)

  • Resource loading (manhours & dollars)

  • Critical path analysis

  • Levelizing resources

  • Conducting schedule review meetings

  • Supporting scoping workshops
