Position Details:
This is a short-term engagement supporting a client through workforce transition and human resources at the Thomas Jefferson National Accelerator Facility (TJNAF) in Newport News, Virginia. This client recently received the DOE award and this is an immediate need. The project is expected to last 60 days (through approximately June 1, 2026), with the potential for extension by mutual agreement. Work will be performed on-site at TJNAF for approximately 2–3 weeks, with remaining work performed remotely from the SME's home office as required.
Responsibilities:
Workforce Transition Planning & Execution
Participate in the review and assessment of the Workforce Transition Plan to ensure completeness, accuracy, and logical task sequencing
Engage with the incumbent HR team to assess organizational strengths and weaknesses
Review incumbent Employee Census Data and update position descriptions and qualification requirements as needed
Assist in issuing job offers to incumbent employees; track and resolve offer responses
Coordinate and support employee onboarding in collaboration with the successor contractor HR team
Support workforce gap analysis with Key Personnel and identify any new positions required
Pay, Benefits & Compliance
Review and Bluesheet compensation and benefits documents including Workers' Compensation Insurance and Severance plans
Conduct Benefits Value Study and develop the Benefits Plan
Support client submission of Compensation approval for Key Personnel and Top 5 Highly Compensated Employees
Assess Substance Abuse Program and Employee Assistance Program against contract requirements
Address all DOE prime contract H Clause requirements related to employee pay and benefits
Stakeholder Engagement & Deliverables
Facilitate and participate in internal, client, and multi-stakeholder meetings; support agenda development and follow-up actions
Contribute to required deliverables including Workforce Transition Plans, Benefits Plans, Final Transition Agreements, Preference in Hiring Reports, Employee Assistance Program Plan, Employee Concerns Program, and Affirmative Action Plans
Maintain strict confidentiality of all proprietary, technical, and strategic information
Required
7–10+ years of progressive HR experience with a significant focus on workforce transition or large-scale employee transitions
Demonstrated experience supporting contract workforce transitions in a federal government or DOE environment
Working knowledge of DOE prime contract H Clause requirements related to employee pay, benefits, and workforce continuity
Experience conducting Benefits Value Studies and developing Benefits Plans
Ability to travel to Newport News, VA for approximately 2–3 weeks if not locally based
Preferred
Experience supporting DOE national laboratory contract transitions
Familiarity with Substance Abuse Programs and Employee Assistance Programs in a federal contractor context
HR certifications such as SPHR, PHR, or SHRM-SCP
· Local to Newport News, VA / Hampton Roads region
Physical Requirements: Must be capable of climbing, walking, kneeling, bending, and lifting as part of daily job responsibilities.
