Operational Programs Licensing Engineer

Work Location:  CA or UT (Hybrid - 2 weeks onsite / 2 weeks remote)

Duration:  Long Term - Hire options are flexible:

  • Direct Hire Full Time Employee

    • 6-month contract-to-hire through staff aug

    • Staff Aug only

Rate: Not Defined / need Candidate’s requested rate

Hours: 40+


Responsibilities:

  • Develop, implement, and maintain nuclear operational programs required for facility licensing and DOE authorization across DoD/DoE, fuel facility, and/or commercial nuclear programs as assigned.    

  • Prepare operational program documentation including procedures, plans, and technical bases in support of regulatory submittals.   

  • Evaluate operational program requirements against applicable DOE Orders and federal nuclear regulations.

  • Coordinate with operations, engineering, and safety teams to ensure operational programs are aligned with the facility licensing basis.   

  • Support operational readiness reviews and pre-operational testing documentation.   

  • Track and manage operational program commitments and regulatory correspondence.   

  • Identify gaps in operational program coverage and develop corrective action plans.  

  • Provide licensing guidance on operational program development to project and operations teams.


Requirements: 

  • Bachelor's degree in Nuclear Engineering, Mechanical Engineering, or related technical discipline preferred. Equivalent combination of education and hands-on nuclear operations or licensing experience will be considered.

  • Minimum 5–8 years of nuclear licensing or operations experience with emphasis on operational program development.   

  • Familiarity with DOE facility authorization requirements and operational readiness review processes.

  • Knowledge of applicable DOE Orders governing nuclear operations and safety programs.   

  • Experience with DOE, DOD, and/or commercial nuclear environments preferred.


Physical Requirements: Must be capable of climbing, walking, kneeling, bending, and lifting as part of daily job responsibilities. Ability to lift a minimum of 35 – 60 lbs.
