Project: Uranium Enrichment construction
Work Location: Houston, TX, Lenexa, KS OR Oak Ridge, TN
Rate: Not Defined / need Candidate’s requested rate
Per diem: $178.00/day (7 days per week)
Mob / Demob: $500.00 each ($1,000 total)
Hours: Full Time / 40 hours per week
Duration: Long Term
Key Responsibilities:
Lead Safeguards Design Development: Establish comprehensive safeguards design criteria, security frameworks, and protection strategies for LEU enrichment operations where formal design standards are not yet defined
Security System Design: Design physical protection systems including physical barriers, access control, intrusion detection, and CCTV/surveillance networks to safeguard nuclear material
Material Classification & Compliance: Determine security measures based on nuclear material classification and ensure compliance with 10 CFR Part 73 and NRC safeguards requirements
Threat Assessment & Mitigation: Conduct security assessments focused on threats and unauthorized access to nuclear material, developing comprehensive risk mitigation strategies
Design Integration: Consult during progressive design-build phases on facility layouts, proactively recommending rearrangements to optimize security and operational efficiency
Documentation & Coordination: Develop Physical Security Plans, Safeguards Contingency Plans, and coordinate with regulatory agencies, client representatives, and project teams
Required Qualifications:
Bachelor's degree in Nuclear Engineering, Physical Security, Criminal Justice, or related field; advanced degree preferred
10+ years of experience in nuclear safeguards and security at fuel cycle facilities
Proven experience establishing safeguards design criteria and leading security program development for nuclear facilities
Expert-level knowledge of 10 CFR Part 73 and NRC safeguards regulations
Deep understanding of how nuclear material classification dictates security requirements
Experience with LEU facilities or Category I/II nuclear material operations
Active or ability to obtain DOE Q-level or NRC security clearance
Strong technical leadership and consulting skills in progressive design-build environments
Preferred Qualifications
Knowledge of French nuclear regulatory frameworks and experience with French nuclear entities or government projects (strongly preferred)
Experience with uranium enrichment facilities and multi-tenant nuclear sites
Professional certifications (CPP, PSP) or familiarity with IAEA/EURATOM standards
Physical Requirements:
Conduct site walks and inspections in active construction environments
Traverse uneven terrain, climb stairs, and navigate construction sites wearing required PPE
Occasional lifting up to 25 pounds and working at heights
Extended periods of standing/walking in varying weather conditions
Visual acuity for reviewing technical drawings and security systems
